You must turn on the “Require password” and “When idle for” options before you can set a delay for password activation.

Use this slider to indicate how long the keyboard and mouse should be idle before requiring a password to access your Mac.

If you need to enter a delay that is beyond the slider’s range, option-click on the slider and then type in the value you want.
